There were more documented indigenous terrorist attacks in India in 2010 than there were in Afghanistan.

Do we attribute this to poorer reporting mechanisms in Afghanistan, or does it say something about fundamental differences in these societies that spawn different amounts (and types; terrorism in India is mostly left-wing, while terrorism in Afghanistan is pretty much exclusively religious) of attacks?
